There is no tier to move up to on this page. The unlimited messages are what you get, at no cost.
So there are no limits at all?
There is one, and it is worth stating: a short rate limit on how fast messages can be sent, which stops a script from occupying the queue. It is measured in messages per minute, not per day, and a conversation does not reach it.
Do image generation and uploads have caps?
No daily cap on either. Uploads have a 20 MB size limit per file, and image generation needs a free account.
What happens when a lot of people use it at once?
Your turn can wait a little longer. It queues rather than refusing you, and the queue is shared fairly rather than sold.
Why is it not metered?
Because the cost of answering you is electricity rather than a per-token bill from another company, and electricity does not scale with your message count the way an API invoice does.
